Hall County Humane Society is also good about spaying and neutering at a discounted price, as they have vets on staff. You have to call to make an appointment. I stopped there to talk to them about fixing some strays from my husband's business, and they said they would do it, so I don't think it's just low-income anymore, either.
Local vets do give spay & neutering at a discount for all animals from the shelter. The biggest problem is, exactly what you eluded to, which is informing the public about the serious overpopulation of animals, and the health benefits of spaying & neutering for pets. That can be done in the schools by programs, but also would be great to have clinics occasionally at local fairs, too. Requires volunteers to help, but there is a lot of educational material available, at the humane society, and online. Think the more people hear of the overpopulation in numbers, (i.e., over 10 million/yr. euthanized in US, I believe), and also that there are actual health benefits to having their pets fixed that may save them big vet bills down the road, it may be more incentive for them to do it. Of course, money is an issue for most everyone, but it's a 1-time fee that helps for life.
